Manage daily execution of projects. Ensure completion of projects on time and budget while
accomplishing all defined scope. Negotiate scope changes with customers and manage tradeoffs as
needed. Lead CONUS team meetings and provide guidance for project from kickoff to close/lessons
learned. Act as main customer interface, providing communication and coordination with internal and
external stakeholders. Assist in new bid and proposal efforts and generate new business with existing

Duties and Responsibilities:

  • Manage daily activities to ensure cost, scope, and budget
  • Lead team meetings
  • Provide interface with internal and external customers
  • Generate new business opportunities with existing customers in coordination with Business
  • Serve as main point of contact for internal and external stakeholders
  • Present project status at all management and monthly program reviews, etc.
  • Prepare for and participate in contract/subcontract negotiations
  • Identify, assess, monitor and mitigate risk throughout the program life cycle
  • Provide leadership to teams. Assure communication and cooperation among team members and
    resolve areas of conflict
  • Assist in Basis of Estimate (BOE) creation
  • Serve as an example of the values and culture of the organization


  • BS/BA preferred or equivalent combination of education and experience.
  • Knowledge of program management tools (MS Project, etc.)
  • Record of on-time/on-budget/within-scope performance
  • Proven leadership and management skills
  • Experience with the program lifecycle from cradle to grave
  • Refined customer interface and presentation skills
  • Successful track record in managing complex aerospace/defense programs as a prime or sub-
    contractor to a domestic or foreign military organization
  • Excellent leadership and oral and written communication skills
  • Program Management certification preferred (i.e. PMP)
  • Security Clearance preferred

Work environment:

  • Work will be performed in an office environment, in aircraft hangars, and on-board aircraft
  • Testing may require the candidate to fly on government owned and operated aircraft
  • A majority of the work will be performed in Frederick, Maryland, with work in other locations in the
    greater Baltimore, Maryland/Washington, D.C. as required
  • Occasional travel will be required
